Mold Remediation in Manitou Springs, CO
Manitou Springs has the oldest housing of any incorporated place in the Pikes Peak region, one of the largest National Historic Districts in the country, and a canyon that has flooded in living memory more than once. Mold work here starts with asbestos, lead and stone foundations. We connect Manitou homeowners and landlords with independent local mold inspection and remediation companies for free quotes.

A resort town built in the 1870s
General William Palmer and Dr. William Bell founded Manitou Springs in 1872 as a health resort around its mineral springs. The historic district holds Victorian frame houses and stone cottages, and the ACS 2024 5-year survey puts the median year built at 1954, with 4,735 residents and 61.6% owner-occupancy, so close to four in ten homes are rentals. The 2020 census counted 4,858; the Vintage 2025 estimate is 4,577, a 5.9% decline. Elevation is 6,306 feet at the mouth of Ute Pass, directly west of Old Colorado City on US 24.
Old houses fail differently: stone and rubble foundations wick groundwater, crawl spaces are shallow and unvented, plaster holds moisture, and flat or complex roofs on additions leak at the seams. And the materials themselves need testing before anyone cuts.
Three floods Manitou remembers
- April 28–May 2, 1999. Ten to fourteen inches of rain fell around Manitou and Colorado Springs; Fountain Creek crested April 30. Manitou took mud and rock slides, its water supply was contaminated and its sewer system failed, with about $4 million in damage in town and a presidential disaster declaration on May 17.
- July 1, 2013. A downpour on the Waldo Canyon burn scar sent mud into Manitou and west Colorado Springs, damaging about 20 homes and closing US 24.
- August 9, 2013. A flash flood came off flooded US 24 into town, damaged 20 homes, eight of them significantly, and killed one man. The city later installed debris nets above town.
Floodwater and mud are Category 3 water. A basement or crawl space that took either needs containment, removal of soaked porous material and disinfection, not just drying. Standard homeowners policies exclude flood. See water, snowmelt and flood mold.
Three questions to ask before tear-out in a Manitou home
Is an asbestos test needed?
Plaster, joint compound, linoleum, ceiling tile and textured finishes in homes built before 1989 can contain asbestos. Colorado Regulation 8 sets residential trigger levels at 32 square feet, 50 linear feet or a 55-gallon drum; a mold tear-out often exceeds that. A state-credentialed asbestos building inspector should sample first. Ask; do not assume every house needs it.
Is this pre-1978 paint?
Almost certainly, here. Paid work that disturbs paint in a pre-1978 home falls under the EPA Renovation, Repair and Painting rule, which EPA administers directly in Colorado. Ask the company for its EPA Lead-Safe firm paperwork.
Who rebuilds, and is a permit needed?
Manitou Springs is in the Pikes Peak Regional Building Department’s jurisdiction. Removing finishes usually needs no permit; structural work and anything touching plumbing or electrical does, and historic-district exteriors have their own review. The company pulling a permit must be PPRBD-registered.
Published national ranges: $10–$25 per square foot, whole jobs $1,500–$9,000, crawl space $500–$2,000 (This Old House 2026, Fixr 2025), plus asbestos and lead testing, which the ranges exclude. Not quotes; Manitou quotes come from the companies. See the cost guide.
Colorado has no state mold license. Ask any company about IICRC S520 or ACAC training, general liability insurance and a written protocol. We verify nothing and do no work ourselves.
Manitou Springs mold questions
Does an old Manitou Springs home need asbestos and lead testing before mold work?
Often, but ask rather than assume. With a 1954 median year built and many homes from before 1900, plaster, joint compound, flooring and ceiling materials may contain asbestos, and Colorado Regulation 8 requires sampling by a state-credentialed asbestos building inspector before disturbing more than trigger-level amounts. Paint in pre-1978 homes falls under the EPA lead RRP rule for paid work. Both are separate from mold remediation.
Will my policy cover mold after a flash flood in Manitou?
Usually not. Standard homeowners policies exclude flood, including canyon runoff and mudflow; that is NFIP territory. Mold after a sudden covered event inside the house, such as a burst pipe, is often covered up to a sublimit. Water from a flood is Category 3 and should be treated as contaminated regardless of coverage. Photograph everything before cleanup.
I run a short-term rental in Manitou. Who pays for mold?
The owner, in practice. If a long-term tenant occupies the unit, Colorado’s 72-hour rule applies: on notice of mold associated with dampness the landlord must contain, stop the water and run HEPA filtration within 72 hours, then remediate and test. For a vacation rental the obligation is practical rather than statutory, but guest complaints and turnover make a documented inspection worth having. This is general information, not legal advice.
